Assessing Institutional Barriers to National Adaptation Plans
Jan 11, 2017
This study was commissioned by the United Nations Development Programme (UNDP) and the Food and Agriculture Organization of the United Nations (FAO) under the project “Supporting Developing Countries to Integrate the Agricultural Sectors into National Adaptation Plans (NAPs)”. One of the key objectives of this project is to strengthen the institutional capacity for climate change adaptation planning within the agricultural sector in Kenya. With agriculture being one of the key economic sectors adversely affected by climate change, it is important to ensure that the National Adaptation Plans are efficiently and effectively implemented.
The specific objectives of the study are to:
1. Identify the agricultural sector-related drivers (incentives) and institutional barriers to implementation of Kenya’s NAP,
2. Define specific strategies to strengthen institutional and regulatory framework for climate change adaptation planning,
in reference to the institutional barriers, and
3. Develop a framework to operationalize the NAP.
