Democratic Governance -African Union's Panel of Eminent African Personalities in the Kenya National Dialogue and Reconciliation


The African Union has been engaged in the process of National Dialogue and Reconciliation in Kenya with funding under the process being channeled through the Trust Fund. UNDP is the manager of the Trust Fund through an established secretariat.

The Trust Fund has been put together under an initiation plan "project document": Support to African Union (AU) Panel of Eminent Persons' Facilitation efforts on peace building and reconciliation in Kenya post December 2007 Elections. Signed on the 15th of February 2008.

Support to the implementation of activities under the initiation plan has been collaborative with various development partners in Kenya including the Government. The African Union and UNDP have continued to approach various donors to contribute to the trust fund. Some funding has already been received while at the same time more agreements are being firmed up with various donors based on their pledges to support the process.

BACKGROUND INFORMATION

The project document has been formulated and shared with various development partners as a working document and is currently under review to reflect emerging issues such as constitution of the 3 independent bodies and the constitution review process as well as participation of development partners in overall management. A key feature also is the revised budget down wards. A revised project document will momentarily be shared with contributing donors as well as prospective donors to the Trust Fund. The signed annotated agenda as well as various general principles and terms of reference for the establishment of 3 independent bodies and restart of the constitution review process agreed to upon by the Kenya National Dialogue and Reconciliation team have led to the Panel of Eminent Person's formulation of 4 additional project documents. These are hinged on the one on Support to African Union (AU) Panel of Eminent Persons' Facilitation efforts on peace building and reconciliation in Kenya post December 2007 Elections, and will see the establishment and operationalization of the three independent bodies as well as the constitution review process. Currently, processes are underway towards establishment and operationalization of the Independent Review Committee (IREC).

Development partners are being called upon to support the realization of the agreements reached upon by the Kenya National Dialogue and reconciliation team toward returning the country on its path towards democratic governance.
