FUNCTIONS & ORGANISATION

Functions
This is a standing committee comprising of eminent persons with diverse experience, knowledge, and skills that is chaired by H.E the President or Hon. Minister for Finance in his absence. The committee provides expert advice on economic and social matters to H.E. The President and the Cabinet.

A summary of the functions of the Council (interpreted from Kenya Gazette Notice No. 7699 of September 24, 2004) are

1. create a forum in which the Government, Private Sector and the labour unions can discuss and identify policy issues and recommend to the Government implementation of such policies;
2. gather, analyze and compile information on economic developments and trends and submit such information to the Cabinet with appropriate recommendations;
3. appraise the various programs and activities of the Government, including the Economic Recovery Investment Programme, for the purpose of determining the extent to which such programmes and activities contribute to the achievement of Government policy objectives;
4. develop and recommend to the Cabinet, co-ordinated policies that will promote social equity, economic growth, create employment and reduce poverty and inequality;
5. give its opinion, suggestions or recommendations on any matter or question on which it may be consulted by the Government, the Private Sector or the Civil Society;
6. Improve the targeting of strategic objectives with a focus on the most critical social and economic needs especially in areas that have direct impact on strengthening the potential of the private Sector to create employment opportunities and those that address poverty reduction.
7. Utilize the Private Sector and the Civil Society capacities and synergy through collaboration engagement and networking in order to promote efficiency and effectiveness of economic planning process; and
Liaise with existing research institutions, the universities and the Central Bureau of Statistics in the performance of its functions.

Organisation
Tthe Council is organised into two broad task forces. The first task force is charged with the mission of suggesting initiation for delivering high and sustained economic growth, while the second task force is charged with the mission of delivering equitable and sustained socio-economic development. The two task forces are complementary to each other and they work closely together so that recommendations to speed up economic growth are also recommendations to speed up equitable access and opportunities for socio-economic development
