"Development Coordination and Partnership survey"

This outreach component promotes advocacy initiatives related to sustainable human development paradigm and its mainstreaming into the country's policy planning and visioning frameworks.

Partnership Survey
An independent organization was hired to carry out a survey on the relations between Partners, UNDP-Kenya and other UNDP country offices. The 2004 results were then compared to the ones for the year 2002.There was a marked drop in the level of unfamiliarity with work that the Kenya CO from 14% to just 4%. Perception of UNDP-Kenya as a valuable partner by government of Kenya shot up from 43% to 87%. The rate at which programmes and projects reflect national priorities also increased from 67% to 83%.

Partners also expressed confidence in the way thematic areas have been prioritized. Millennium Development Goals were the highest score at 93% of partners being satisfied with the MDG related activities. Poverty Eradication rose from 71% to 80%, Energy and Environment rose from 20% to 54%, Partners dissatisfaction with activities in the area Governance dropped from 17% to 7%, partners also expressed that there was also a more active role in HIV/AIDS area than in Crisis Prevention and recovery.

Overall assessment of country staff improved remarkably from 17% to 68%. Interpersonal skills improved from 50% to 71%, timely response also improved from, the rate at which Information was provided also rose 38% to 70%, technical assistance from 50% to 75%.

In Conclusion: compared to the previous survey, the results were better. However, the number of respondents was less by 7 and they were more critical of UNDP. The overall negative responses have decreased and there is a need to sustain the effort.

Aid and Donor coordination


As contributor and manager of the Resident Coordinator System, UNDP promotes a wide range of partnerships with the Government and other stakeholders within the framework of the UN Common Country Assessment and the UNDAF, and in furtherance of the principles of the Rome Declaration on simplification and harmonization. Through such coordination, UNDP has ensured the most effective use of UN and international aid resources. It also pursues collaborative and joint programmes, supports joint monitoring activities, and undertakes annual programme review meetings in close collaboration with all partners. At the national level, UNDP seeks programmatic linkages to national sectoral and thematic groups and other structures within the framework of the Kenya coordination group and the donor coordination groups respectively, under the leadership of both the Ministry of Finance and the World Bank. The proactive engagement of UNDP through these partnerships and coordination mechanisms has created the complementarily and synergy required in support of national priorities and in marshalling the resources necessary to support progress towards the MDGs.

In an effort to enhance harmonization and coordination of donor practices, policies and procedures, UNDP participates and/or chairs a number of donor groups relevant to its mandate and focus. Such groups include the Environment and Monitoring and Evaluation Groups, Budget Support, Decentralization, Legal Sector Reforms, Private Sector, Gender and Health Groups. In 2004, UNDP became an active member of the newly established Harmonization, Alignment & Coordination donor group. Also, a website is being set up for the same.

Development Cooperation Report

Development Cooperation Reports for Kenya are prepared and produced regularly, with the objective of meeting wide consensus at the level of aid community, providing longer term and quality historical insights into the evolution and usefulness of aid in Kenya, as well as exhaustive and relatively detailed sectorally classified, project by project information. The main objective of the report is to track financial and technical assistance flows from external development partners.
