CONFERENCE ON ARMED VIOLENCE AND DEVELOPMENT HELD 31 OCTOBER 2007
The international community has acknowledged that armed violence and
conflict impede realization of the Millennium Development Goals, and
that conflict prevention and resolution, violence reduction, human rights,
good governance and peace-building are key steps towards reducing poverty,
promoting economic growth and improving people's lives. Whether in situations
of conflict or crime, it imposes enormous costs on states, communities
and individuals. Living free from the threat of armed violence is a
basic human need. It is a precondition for human development, dignity
and well-being. Providing for the human security of their citizens is
a core responsibility of governments. In Kenya, the reduction of armed
violence in the North Eastern Province has been realized through support
to local peace initiatives, conflict prevention, reduction of small
arms and sustainable development initiatives to address the root causes
of conflict.
A regional meeting on 'Armed Violence and Development' took place for
the countries of the African continent in Nairobi, Kenya, on 30 and
31 October 2007. Twenty-eight African countries, 15 regional and international
organizations, and more than 20 international and regional NGOs attended
the meeting. The 28 participating states adopted the Africa Declaration
on Armed Violence and Development. They thereby committed themselves
to taking practical measures aimed at promoting development in order
to reduce armed violence while at the same time engaging in practical
steps that will reduce armed violence in order to facilitate development.
